Abstract
The administration has the power to impose a penalty on the contractor if he fails to implement his obligation, in any way, whether by refraining from executing the contract, delaying the implementation, unsatisfactory implementation, or substituting someone else in the implementation without the approval of the administration. All cases have the right to impose penalties on the contractor.
