Abstract

The research discussed the impact of Japan's energy relations with Saudi Arabia on Japanese energy security and Japan's shift towards adopting a technology diplomacy approach towards Saudi Arabia, in response to the Kingdom's demands for oil in exchange for technology. This led to the elevation of relations to a stage of building what became known as a comprehensive partnership for the 21st century. The research also highlighted the role of Japanese centers, particularly the Japan Cooperation Center for the Middle East and the Japan International Cooperation Agency (JICA), in implementing this policy.
