Abstract

The study aims to develop two scales, Strategic Intelligence and Job Cynicism, to measure the perspectives of members of non-Olympic central Iraqi federations, identify the levels of strategic intelligence and job cynicism from their viewpoint, and examine the contribution and impact of strategic intelligence on job cynicism. The research employed a descriptive methodology using the correlational approach. The research population consisted of members of non-Olympic central Iraqi federations who continued to perform their administrative tasks during the 2025/2026 sports season, covering 24 federations with a total of 187 individuals, all of whom were deliberately included as the total research sample (100%). Subsequently, they were divided into three sub-samples. After constructing the two scales and completing the main survey procedures, the data were analyzed using SPSS. The findings indicated that the Strategic Intelligence and Job Cynicism scales are suitable for measuring the perspectives of members of non-Olympic central Iraqi federations and possess the scientific foundations and validity necessary to assess these phenomena in sports administration. The results showed an acceptable level of strategic intelligence and a moderate level of job cynicism from the participants’ perspective. Furthermore, an increase in strategic intelligence contributed to a decrease in job cynicism, demonstrating a negative correlation from a positive impact perspective. Based on these findings, the researcher recommended increasing efforts to enhance the level of strategic intelligence due to its significant role in reducing job cynicism among members of non-Olympic central Iraqi federations.
